From October 2026, social housing tenants will have new rights to access information about how their landlord manages homes and services. These rights are known as the Social Tenants Access to Information Requirements (STAIRs) and apply to housing associations such as Hightown.
STAIRs is designed to improve transparency, helping tenants understand how decisions are made and how services are delivered.
What information can I access?
From 1 October 2026, Hightown will publish information about:
- How we run and make decisions
- How we spend money
- How we look after homes and buildings
- How well we are performing
- Services, guidance and advice we provide
- List and registers we keep
- How we manage social housing
Where can I find this information?
Information will be available through Hightown's publication scheme on our website.

Making a STAIRs request
From April 2027, tenants will be able to request specific information about their home, landlord or housing services.
When making a request, please clearly describe the information you would like and provide enough detail for us to identify it. You do not need to explain why you want the information.
How long will it take?
We will normally respond within 30 calendar days. Depending on the request, we may:
- Provide the information requested
- Direct you to information that is already published
- Explain why some information cannot be provided
Are there any restrictions?
Some information may not be disclosed if doing so would:
- Breach data protection laws
- Reveal another person's personal information
- Put someone's safety at risk
- Breach legal obligations
- Disclose commercially sensitive or confidential information
