RVSP feedback: Review of Hightown’s ASB Service

The Residents’ Voice and Scrutiny Panel (RVSP) reviewed the outcome report from an independent evaluation of Hightown’s Anti-Social Behaviour (ASB) service, commissioned by the RVSP last April.  This peer review was conducted by the Community Safety Manager at Dacorum Borough Council.

The review revealed that Hightown’s ASB service is well-structured and adheres to best practices.  The ASB policy and procedures are comprehensive, comply with legislative requirements, and offer clear guidance to staff.  The review also commended Hightown’s effective partnership approach.

Following the review, the Panel acknowledged several recommendations and requested Hightown to implement them to enhance their ASB services:

  1. Update the ASB information pack: The ASB information pack for residents should be updated to include details of support services and partner agencies that Hightown collaborates with. This will ensure residents are well informed about available resources. 
  2. Add a process map: Incorporating a process map into the ASB procedure will provide further guidance for staff, clarifying steps and responsibilities in handling ASB cases.
  3. Revise the ASB Policy: The ASB policy needs updating to reflect more legislation and relevant changes. This includes the Government's ASB action plan, ASB case reviews, community engagement, the Regulator of Social Housing's new Consumer Standards, and hate crime.
  4. Merge reporting forms: The initial ASB report form should be combined with the complainant interview form. This consolidated form should be added to the website to help gather more comprehensive information at the first point of contact.  This will streamline the reporting process and enhance the quality of initial data collection. 
  5. Enhance community partnerships: Building stronger partnerships with community agencies, such as the Community Mental Health Team, is crucial for managing complex ASB cases. Following the review, an introductory meeting has been set up with the Community Mental Health Team at Dacorum, aiming to establish a regular review group.  This collaboration will provide additional support and resources for dealing with challenging cases. 

The Panel emphasised the importance of these recommendations for improving Hightown’s ASB Service.  By updating the information pack and policy, adding a process map, merging forms, and fostering community partnerships, Hightown can enhance the effectiveness and responsiveness of their ASB Service.
