Estate bids for improvement – putting residents’ safety first

Resident safety and security were the top priorities in this year’s estate improvement bids. After reviewing 22 bids submitted by residents across various estates, the Residents Voice and Scrutiny Panel (RVSP) agreed that the most significant impact would come from projects enhancing security.  As a result, the Panel approved four CCTV installation projects as the highest priority, recognising their potential to improve safety for many residents and reduce risks.   

These decisions reflect the RVSP’s commitment to using resident feedback to shape safer, more secure communities. By focusing on projects that protect and benefit the greatest number of people, the Panel continues to ensure that improvement funds deliver meaningful outcomes for everyone.

Making your estate a better place to live

What is the Estate Bids for Improvement Fund?

Every year, Hightown sets aside £20,000 for estate improvement projects. These projects must make a lasting and noticeable difference to your estate and benefit several residents, not just individuals. The work must also take place on land or property owned by Hightown.

This fund is not for general repairs or maintenance, and it does not cover improvements to private gardens or play areas. Instead, it is designed to support community focused projects that residents will enjoy for years to come.

Examples of successful projects

In the past, funding has been used for:

  • Upgrading communal gardens
  • Installing benches and noticeboards
  • Planting trees, shrubs and flowers
  • Securing lighting in car parks and communal areas
  • Better recycling facilities
  • Projects that deter fly-tipping
  • Improved fencing and signage

How the process works

  • Gathering ideas: Each year, Property Services Inspectors collect suggestions from residents, feedback from complaints and their own site assessments. 
  • Preparing bids: Inspectors prepare proposals and source at least one quote for each idea.
  • Panel review: All bids are submitted to the RVSP by the end of September. In October, the Panel reviews each submission and selects projects to fund.
  • Completion: Approved projects are completed by March.

How to apply

If you have an idea, we encourage you to put it forward. Your proposal should:

  • Be for a project that benefits multiple residents
  • Take place on Hightown owned property
  • Create a visible, long-term improvement
  • Involve residents where possible in shaping the outcomes.

  • Your name and contact details
  • Your estate address
  • A description of the area and the proposed improvement
  • How the project will improve your estate
  • Photos of the area.

Hightown will source quotes and prepare the application for review.
